ABOUT THE PLAN
A comprehensive plan is a guiding document for local staff and elected officials to reference when making decisions related to the growth and development of the community. At their root, comprehensive plans outline the community's vision and aspirations for the next 10 to 20 years down the road.

The Hardin County Comprehensive Development Guide will serve as the county's guiding document over the next 20 years. It will identify the overarching goals of the community, while including detailed information and recommendations for local and county-wide land use, community services, housing, parks and recreation, transportation, placemaking, and other aspects important to Hardin County residents and businesses.
WHAT IS THE PROCESS?
The Hardin County Comprehensive Development Guide's creation is organized into three distinct phases:
Phase 1
The first phase of the plan's creation involves existing conditions and preliminary visioning, including collaborating with the public, analyzing community demographic and market data, and identifying goals based on community needs.

Phase 2
The next phase in the process holds the majority of strategic planning and development of strategies. It includes reviewing gathered data and input from the community, coordinating with local stakeholders, and developing the objectives and plan elements based on what we learn.
​
Phase 3
The final phase of the process includes the development of implementation strategies , creation of the final planning document, and the process of adopting the plan in both Hardin County's Planning Commission and Fiscal Court.
